THE COSTA RICAN NCFF SECURES A HIGH PROFILE FOR FAMILY FARMING IN THE DRAFT LAW ON FOOD AND NUTRITION SECURITY

The draft framework law has a specific chapter on support for Family Farming based on the Guidelines for support for Family Farming agreed by the Costa Rican NCFF.

Thursday 16 November 2017 - The Costa Rican Family Farming Network (equivalent of the National Committee on Family Farming (NCFF)) has succeeded in securing a high profile for Family Farming and support for it in the Draft Framework Law on the Human Right to Food and to Food and Nutritional Security. It has used its influence to have a specific chapter included on protecting and supporting Family Farming. The document has already been submitted to the Legislative Assembly. It is currently being discussed by the relevant Committee and is expected to be approved by a plenary vote of the Assembly.

 

The text on protecting and supporting Family Farming in Chapter V of the draft law was drafted on the basis of the Guidelines for support for Family Farming prepared by the Costa Rican Family Farming Network.

 

That means that the chapter includes a definition of Family Farming (Art. 3) and imposes a series of obligations on the State in relation to support for the sector (Art. 43). The law also proposes a register of productive Family Farming units allowing the members of a family to be identified as farmers involved in Family Farming. That will enable them to have access to preferential credit from the Development Bank and to public procurement processes, among other benefits.

 

The document defines Family Farming as “a way of life (…) whose productive activity provides food and services which contribute to food and nutritional security…”. That makes support for family farmers a fundamental requirement if the people of Costa Rica are to be guaranteed food and nutritional security.

 

The draft Law aims to give the Human Right to Food legal force by recognizing it in national legislation and establishing a mechanism for monitoring its application. 

 

 

A DECADE OF FAMILY FARMING DESIGNED TO END HUNGER AND POVERTY

Costa Rica is leading the group of countries currently proposing that the UN General Assembly declare a Decade of Family Farming (2019-2028) through a resolution which is expected to be adopted in November.

 

The Decade will provide a framework for fulfilling the Sustainable Development Goals (SDGs) on eradicating hunger and poverty by improving public policies in support of Family Farming.

 

Of the 17 Sustainable Development Goals (SDGs), 10 establish a direct link with the role of family farming. SDG 2 refers explicitly to family farming, stressing the need to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture.

 

Family Farming also has a central part to play in fulfilling SDG 1, which refers to ending poverty and therefore requires efforts to be focused on rural areas, devoting particular attention to the most important agents for change – the family farmers, increasing local capacity to produce and access food and establishing social welfare systems.
